Regulation 103 has been one of the three most breached provisions of the National Law and Regulations in NSW every year since 2019. It isn't an obscure clause — it's the one services get pulled up on.
Where synthetic turf sits under play equipment it's also safety surfacing, covered by AS 4685 and AS 4422. A surface is certified to a critical fall height, and that figure assumes the system still performs the way it did when it was tested. Infill compacts and thins with traffic, which is why AS 4685.0 has unitary surfaces impact tested at least every three years. Power brooming and infill top-up are how you hold the surface steady between those tests.
